Background of the Corporation
Water Works Construction Enterprise (WWCE) was established in 1972 E.C. as two offices: the Northwest Water Construction Zone Office in Bahir Dar and the Northeast Water Construction Zone Office in Kombolcha. Initially, these offices were accountable to the Ethiopian Water Works Construction Authority.
Early on, the enterprise focused on training its personnel in drilling, plumbing, masonry, and carpentry, primarily relying on hands-on experience. It was a fully state-owned organization.
In 1988 E.C., Amhara Water Works Construction Enterprise (AWWCE) was reestablished under Proclamation No. 15/1988 by the Amhara National Regional State and became accountable to the regional government. At that time, it operated with 40 employees, six pieces of machinery and vehicles, four small drinking water supply projects, and a budget of 1,250,000 ETB.
Until 1996 E.C., AWWCE focused exclusively on drinking water supply projects and related works. In 1997 E.C., the Sustainable Agriculture and Environmental Rehabilitation Commission, which was responsible for irrigation and environmental protection, was dissolved, and its irrigation responsibilities with its resources were transferred to AWWCE.
In 2004 E.C., the Amhara Regional State enacted Amendment and Water Well Drilling Enterprise (WWDE) was established as separate governmental enterprise by Proclamation No. 198/2004. Since, 2005 E.C. Amhara Water Works Construction Enterprise (AWWCE) and Water Well Drilling Enterprise (WWDE) were two separate entities. From 2005 to 2015 E.C., both organizations independently undertook significant projects and had significant contributions on the sector aligned with their respective missions.
In 2015 E.C., the regional government merged AWWCE and WWDE under Amhara Regional Government Council Regulation No. 207/2015 with authorized capital 12,818,679,643 and paid up capital 3,204,669,910.72 ETB to establish the Water Works Corporation (WWC).
WWC is now a first-class Business Organization, playing a major role in constructing dams and irrigation infrastructures, water supply systems, deep and shallow wells drilling & development for water supply and irrigation, pumping test and quality analysis, borehole rehabilitation and installing electromechanical systems in the region and beyond. In addition training centers, manufacturing works and others diversified businesses.
